Criminal is a word that is only used when a citizen in good standing gets caught committing a crime. So how do you get guns out of the hands of criminals? You get them out of the hands of citizens who don't need to have them. You regulate the fuck out of them as the 2nd amendment mentions. You make people pass tests, take drug tests, take vision tests, pay for licenses yearly and make it just shy of a constitutional burden on them in order to acquire their cure for a tiny penis. Oops I mean their protection.
