The ad networks need to be more transparent when they shut down publishers and force either blank ads or "account suspended" ads in place of real ones.
There have been examples in the past where both companies have said they have shut down publishers. but the ads remain and traffic flows for months after.

It's not good enough, although JuicyAds are far better at dealing with this stuff than Plugrush.
