Cannes is promoted as "luxury" or "glamour" place but it's a shit hole... You should go to Monaco or Nice... Much better looking and more things to see... Lots of celebrities go there during the festival and rich folks go there in the summer...
As for Belgrade - it's lot cheaper than Cannes for sure...
