There are multiple ways to do this. If you care most about quality you might install any one of many download managers that are browser plug-ins for Firefox or Chrome, then download the video at the highest resolution settings, then open it up in VLC Media Player and step through to the frame you want to screen cap that has no motion and looks good and use the screen cap function in VLC to create a large .png image file which you can then convert to a high quality .jpg.
You could also do it quick and dirty without downloading any Youtube videos by using the Print Screen or ALT-Print Screen key in Windows to paste that into MS Paint app that is installed on every Windows pc, then save it as a .jpg.
