Education = awareness and awareness would = more fear.
I doubt that the people interested in keeping condoms out of porn only to protect their bottom line would be interested in making people further aware of the risks of HIV/AIDS and other life altering STI's.
It is much easier to pretend that testing alone is adequate.
And let's just say for a second... what if it does squarely fall on the crossovers and gay4pay performers... Eradicating that problem isn't as easy as it sounds. The gay4pay guys are still going to date porn girls... and if they're shamed about it they'll just learn to keep it under wraps better. One disturbing trend on the gay side is that more and more studios are going bareback. So not only is containment impossible, the risk will become greater as more gay studios go bareback.
One way to prevent that would be straight studios paying male models more. The g4p enticement is that the guys get paid the same as a girl would in a straight video. As long as that pay gap is there many models are going to follow the money, just like the producers that refuse to go condom.
At the end of the day it all boils down to greed. Straight producers don't go condom because they are afraid of losing money. More gay producers are going condomless because it boosts their income. Models go bareback because they'd most likely be paid less if they insisted on a condom.
