I'm a little confused. Your thread title says you're looking for a payroll company, and yet in your post itself you're asking for payouts through Paxum, Redpass or Payoneer.
Payroll companies typically handle payments, which is what we do here at Paxum.
Are you actually looking for affiliate programs to promote sites and get paid by one of your specified payment options?
