Yes it is regional, that page got non-english words, .de domain, and shows only in some countries. Still it is a fail from google, sure iti s not an authority site with much of content. If you check results in every country these are often very different (note links below got safesearch=off, with safesearch enabled it even different):

I am unsure it is worth to spend all your day following google changes, what they do it is not easy to guess. For example tubecamgirl is #2 right under chaturbate for "cam girls free" and "girls live free", and #3 for "cam girls live" and "free cam girls", went up from #4 and #5 positions of weeks ago, but I am unsure why, really:

I could say I made some SEO optimisations, but I am honest so I say: really I changed nothing in months and I have no any idea why it went up in those search results.
