I am guessing this is exactly what the Russians did too.
The problem is large amounts of Afghanistan aren't ruled by anyone - there is no government, no infrastructure, and no law. It doesn't really matter who is in power in the capital, because their power has never extended into the outer regions. Even when the Taliban was in power, they still didn't control the entire country - in fact, there was multiple armies facing the Taliban when they were in power.

I do not know. Oddly enough I don't know much about the Russian / Afghanistan war. I'm currently reading about the Falklands War, but my next book should be about the Russian war in Afghanistan.
