you can thank chelsea manning for each and every arab spring, they all lead back to the intel he revealed being the catalyst for them all.
so what you are saying then, is by design, the usa had manning steal sensitive data, leak all that to wiki leaks, knowing full well that would lead to arab uprisings in several countries, all the countries we need it to, all so we can police those countries.
