Used to be that way here till law was passed requiring broadband to be offered without forced bundling. I switched my landline # over to cell and switched to "dry loop" DSL. They sneakily smacked me for it by dropping my speed in half and said I'd have to wait for a higher speed slot to become available again for my account.
It never happened but eventually they switched our area over to Uverse and I got a speed twice my original.
