I'm curious as to what's bad about this advice?
The DNS cache keeps a record of IP addresses to domain names locally, but they're not in the same bundle as your usual cached items.
Most DNS clients cache the results of name resolution requests. This speeds up name resolution if multiple lookups are done to the same address, as is common when browsing the web.
Sometimes a bad DNS entry will be cached and you will need to flush the DNS cache
