Yep. Started happening a lot right around the rise of the tubes. Many companies started looking at affiliates as liabilities rather than assets and began looking for ways to take the money. Things like this usually aren't mistakes but are calculated as the VS TOS shows. It's a "good" way to make more money from smaller webmasters.
I think Bangbros (or was it ND?) was the first one I saw doing it around 2007. It's almost always a sign of further bad things to come because it shows a certain mentality exists in the upper management at the sponsor.
