At least it never has been that way before.
Playing it in a cover band in a pizza joint is one thing...but putting that monetizing Google link on it would be a whole other ball of wax I think.

The way I understand it is that the original copyright holder has a few options. They can have it removed, they can let it stay and let the person doing the cover make money from it or they can let it stay, but they get the revenue from it.
I was reading how that Gangnam style guy made a few million dollars because he got paid all the youtube income from the different covers and versions of it that people put up.
