It's typical to get pulled over if you're driving with out of state license even if you're going only 5 MPH over the limit. It's not enough to validate a ticket or the paperwork, so they'll usually let you off with a warning after they run your name if it comes back clean. I'm sure he would have been hassled more if he had California plates. Texas cops hate people from California.
Also beware of those small towns that you run into while driving down a highway and the speed limit suddenly goes from 55 MPH to 35 MPH. The cops in those areas don't give warnings and are just waiting to give out as many tickets as they can.
