That's correct. His lead detective however who interviewed the suspect Zimmerman recommended first murder and then manslaughter in his final report. I understand the police chiefs role as well, but in the end he was removed, fired and replaced. I have no opinion on that and it can speak for itself. You can read interviews with him online.
however I don't agree that it makes him correct. A trial is PART of our justice system! We don't pre-judge. If we did, then everyone arrested is guilty and if you're not in custody you're innocent. He SHOULD have had his trial and finally he did, which is FAR better than the alternative if we're speculating on what might have happened if there were no charges.
