Forms with captcha replaces plain emails as a standard upgrade. This is made by anyone handling many submissions over internet. A form may track easier (than email) a bigger volume of requests, since it can automatically insert a standard set of data (from form fields) in databases or support systems. Emails can add tracking numbers in body or subjects, but are vulnerable to spam and misses standard fields. Captcha in forms is required to avoid spam bots, and for same reason there could be delays and double checks for unreasonably quick (non-human, or malivcious) resubmissions.
