Or to create safe access-points for them in schools, libraries etc. and on home computer a user profile with the right settings and no administrative privileges to change these settings would do the thing... instead of making it unusable for everyone which is probably the silliest idea related to the Internet subject that any European government came with ever.
By the way, the number of votes is speeding up. It was usually below 100 last 2 days and now there are hours I see with over 300 votes per hour. And it's already 28.500 votes. Much less votes per hour is given though late night obviously.
