Sorry, but there is nothing about this that is pure capitalism. Under pure capitalism, there would be no government trading with anyone, (using money taken by force from people in the form of taxes, inflation of fiat currency, or borrowing).
Pure capitalism is the free, peaceful, and voluntary exchange of goods and services between freely associating people.
What you should have said is that this is pure
corporate cronyism, with is entirely different.
