there are simpler ways to do that - seize the oil fields. let them continue to kill each other which they've been doing for thousands of years and show no signs of stopping any time soon.
Oil was only discovered in the ME a hundred years ago. overall it's done little to make the lives of the citizenry any better, only the religious and military elites enjoy the oil money.
