I don't get it, why is that relevant? If you pass the law that it is illegal to have nudity + drinks it should apply to every club. What operation start date has to do with that?
When countries pass a law that it is illegal to smoke inside restaurants it applies to every restaurant, does not matter its operation start date, lol.
