Just a suggestion which you probably already considered, since I have been thinking about this for a long time myself, in an effort to keep the play fun and highly competitive regardless of skill level, is have each player declare how many years of experience/what level of play he or she has reached or can play at currently.
Divide the players up accordingly so there is level balance of high and low skilled players to avoid a slaughter that won't be entertaining at all. Pick captains to do a draft based on the numerics.
Ringers suck balls and should always be discouraged since they fuck it up for everyone.
