It is plausible, but if yahoo/bing were actually authorising this it would be legal/commercial suicide.
The google legal peeps would tear them to pieces.
More likely it is the biggest example of how the internet remains lawless as long as companies and individuals can use jurisdiction of individual nations to their benefit.
The fact that it is google at the sharp end is particularly ironic
