Most was precautionary.... lessons learned from the 2005 flood. It's bad, no doubt, but the city has 1.4 million people in it.

Now if you want to see a real disaster - check out "High River, Alberta". It's sad and ironic. The entire town got wiped right off the map. That's the real story of this flood. If anything Calgary won't have their Stampede ready in time this year (Stampede grounds are completely under water right now).... but i'm sure we'll sink millions into getting it ready.
