P2P transfers are available for most accounts, unless the feature has been disabled by the sponsor/partner.
We do require that you first receive a payment to your account before sending/receiving p2p transfers, however. This is for security reasons - so if you've never received a payment to your account you will be unable to start receiving p2p transfers.
