I was just in Lafayette a few months ago, not exactly a big town. If there aren't enough local girls to work there he might want to think about another city.
Has he checked out the other clubs in town? Were there plenty of girls in each club, or were they running with only a few girls per shift? I've seen it happen a lot, where someone tries to open a new club in a town with existing clubs and not enough girls to go around...
