Absoluely legal for the sex workers, as long as they are 18 or older. Illegal for pimping. Maybe your buddy's wife has made it illegal for him

The window of opportunity for that has closed - IMO, the pro involved there was not all that photogenic from what I saw, maybe that's why that angle never played out. Cartagena is a beautiful city, but I don't like it because it's geared for tourists, so prices are very high as opposed to the rest if the country. A lot of the prostitutes in Cartagena come from Cali or Medellin - doing 2-3 month stints of gouging gringos, sacking the money away, and then going back home to their kid(s) and families.
