In hollywood movies they use a special waterproof makeup as the first layer and then airbrush on top. It can take a couple of hours to cover up huge tattoos and make it look great. It also lasts through hours of shooting and requires a special remover to remove it. It's the only way to really cover up a tattoo properly.
