Thank you! Yes this was at a race where they would have had tons of wheelchairs for the runners..
And as for why they didn't bring ambulances to the injured.. Well at the time they didn't know if there was more bombs so getting them out of there was the top job at hand... You don't drive ambulances into that type of area where they could be used as bigger bombs..

the reason they used wheelchairs is because they were already set-up to wheel any runners needing medical assistance to the finish line medic tent, which was staffed with top level doctors and triage equipment. as in any marathon, you can't just roll an ambulance up to the finish line if a runner needs assistance, so they have the volunteers with wheelchairs.
