I have a friend from High School who's daughter has a rare disease called Angelman's. They have a $35,000 service dog that is trained to do just this, seizures and emergency response. The 911 operator has information on hand for their address.
Her child is young and is under constant care, but the dog is trained to do just this in these situations.
