It's your site and so it's up to you. But that said the classy thing to do would be to pay him as long as his traffic was legitimate otherwise. The filter ads make so little that I can't see the traffic being worse than what you made on it unless it were fraudulent. If advertisers bought direct ads from him then they knew what they were getting.
You can refuse to pay him if you want and I don't think most people would call you on it. Hell I doubt most people would personally call you out on anything no matter what you did in this industry because that is how it now works. I guess it's like charging a $5 minimums for $50 paypal payments. You can do it. You can get away with it. But some people will think less of you for it whether they mention it or not. Your karma. Your choice. $80 to him is likely like $8000 to you.
