I wouldn't mind betting there is some truth to weather alteration, mainly because it is all over the internet on experiments to try and stop hurricanes, or create rain water in drought conditions.
Sorry I forgot, they wouldn't be doing something constructive would they? It has to be them trying to poison us or create massive storms to wipe people out.
