There wasn't a stand down.

There was a drill. In fact, there was multiple drills. There are drills daily held by cities, local governments, our miitary, NORAD, The FAA, etc.... Here's a partial list of some of the civilian exercises done prior to 9/11....

I'm pretty familiar with the NYC tri-state area.... Setting aside National Guard, I would guess McGuire Air Force Base would be closest to NYC... Did they stand down? Did any of the National Guard units? Did any Air Force units in NY, NJ, CN, or PA stand down?

No.

Then you can also argue that the departments that were having drills that day would be better staffed than on days they didn't have drills? And they would have been able to respond better to a crisis?
