wordpress has a lot of bloat because its made to do a lot of things. you would need to do things like turn on caching, optimize database queries, secure the admin and system overall.
wordpress has its disadvantages but is much cheaper then custom made. custom allows you to not be tied to the WP "framework" and opens a lot of creativity(almost endless), but this comes at a cost of money, time and trust that the person you are paying knows whats going on.
documentation is important, but a good programmer should document their code at least a little bit. good code should be fairly easy to read and navigate and have some kind of structure. some programmers(good or bad) will write code that is very hard for anyone else to maintain, sometimes to lock you into their services, other times from lack of knowledge.
tough decision, really it comes down to money... if you got the coin, go with custom, always.
