Juicy Ads - Buy from sites that match your content and that have a high rate of premium country traffic US/CA/UK etc... which is indicated by green bars on the site profile. You could also do run of the network there and geo filter it to only the countries you or the program are capable of billing along with using killer thumbs that have high CTR.

Plug Rush - Buy "Plug" traffic and be sure to geo filter it and use killer thumbs with correct niches selected for your ads as well.
