I think this idea has merit, but no longer possible since the board itself seems to have evolved to include more surfers and non-industry people, fake nicks, etc. As such, there are more page views than would likely be with a webmaster only forum. Thus, this board is advertising driven versus webmaster driven. Trying to validate everyone retroactively would be a huge task.
Personally, I'd have no issue with a requirement, even a monetary one, to qualify for a professional level Buy and Sell forum. As much due diligence as one can do, you can still be burned (I certainly have).
To that end, what we did was change all of our domain's whois information to public, which accurately reflects business address, phone number and also the email on all domains is the same address used on our payment accounts (Paypal, Paxum, Payoneer, etc). Thus, when people send money for advertising, links or whatever with us, a quick whois will show them they are purchasing services and sending payment to same address listed in public whois.
Having said that, I firmly believe anyone buying anything, online or off, should certainly exercise due diligence before sending payment to anyone.
