You can only set Questions & Answers if you enter the Primary Email address currently in your ICQ details or any Primary Email address you entered previously.

If you did not enter an Email address in your ICQ details, if you do not have access to any such Email address or if it is no longer valid, you will not be able set Questions & Answers and get a new password."

So even if you don't have access to it.. you may have set the security questions for it when you joined. Provided you still remember what email you used to sign up with.

I think that's what Devin did.. not 100% sure though.
