The locals exploit their own people. Foreigners don't usually exploit them.
Porn is illegal in 48 out of 50 states in the USA. Do people also move to those states to exploit the girls in them? And for what it's worth, it's not that much cheaper over here these days. Drugs are also illegal in most parts of the world. So is having sex with prostitutes, and so on and so forth.
Every country in the world has laws. The only difference between developing nations and the first world is, when you get intro trouble in one of the developing nations a) You can
usually pay your way out of it. b) You don't get a criminal record. c) It's not held against you for the rest of your life. d) Your life is not usually ruined over something stupid.
To put it all into perspective,

sex toys are also illegal here.

You too have watched too many movies.
You want to know who gets caught trafficking drugs at the airport? Drug mules. They do not set up random tourists and plant drugs in their baggage. Drug mules get caught because the drug lord calls in and tips off customs about the person. Customs then flags that one person while 5 other drug mules walk through with no problems with bags full of drugs. That's how it works.
