This type of permit is not unusual across towns in America. It's a way for the municipalities to make $. You want to sell porn VHS tapes door to door? Go to their administrative building, town hall, whatever and pay for a solicitation permit (yeah solicitation). It's to deter scammers from coercing people who live in those towns to give cash to fake charities and shit like that. These permits have been around for years, nothing new. There are exceptions, usually, Girls Scouts don't need permits to sell their cookies
