This is as good a summation as I've seen.
Our town here in Niagara region is geographically split by the Welland Canal - the west side of town predominantly Anglophone while the east side is dominated by francophones (street signs in french/english).
The difference compared to Qweebek being - the francophones don't have anal separatist reps screaming to have their signs in french-only. They're happy to have them bilingual.
