It isn't free money. There are US interests being funded somewhere in this.
My guess would be that security of tourist areas is one thing. That has fallen apart since the Egyptian uprising. They used to have security perimeters and police checkpoints to keep local criminals away from the tourists. But now the tourists are roaming freely and going into areas they shouldn't be in because nobody is there to stop them.
