I'm guessing a lot of those arrests are made late at night when everyone has been out partying at clubs and somebody gets a little nuts.
Not that long ago in this country the cops would have calmed everyone down and took them home and/or let them "sleep it off" in jail without booking them.
That doesn't happen anymore. The police are money collectors for the city these days. And if there's a few dollars to take from people with fines and such...they are going to get it.
