These days, you are not required to sell your house or car in order to get benefits. It's also possible to have gotten employment in the last few months and still have money on your EBT card. So really in the same way you see fat people in the gym, it's totally possible to see a situation like that and it's totally, 100 % legit.
Also, do you know that benefits like food stamps roll over unused amounts to the next month? You could go off food stamps and have the money still on the card months later if you don't use it.
When I reported to them that I made too much money to keep receiving benefits, I evidently didn't send them proof of that so they kept refilling the card for two months without me knowing. The next time I went to the store I knew I had 18 bucks left on it so I swiped it and then swiped my credit card. Well imagine my surprise when the entire amount went on the EBT card, plus had a couple of hundred bucks balance. Now I have to call them and find out how to be certain I'm off of it. But the amount on there, according to my understanding, will still be there for me to use until the balance is zero. Maybe I'll post back on Monday after I speak to someone.
Another thing is that for myself, being single and frugal, I usually spend about 150 bucks a month on groceries. Total. I also walk, so the amount I get is limited to what I can carry. Now, receiving 200 a month in food stamps was great, but I couldn't spend it all on my normal things. I COULD have gotten the most expensive steaks and the most exotic cheese and black truffles. That's how it goes man. If it has a nutrition label, it's "food" basically.
