It requires NFA registraion so it's the same as owning a machine gun, short-barrel rifle, or short barrel-shotgun. Sure you can have a sawed off shotgun and probably buy one in a parking lot somewhere. But getting caught with one without the NFA tax stamp will get you 2 to 10 years in federal prison and up to a $100,000 fine.
The kind of people that would own something like that without the proper registration are usually the kind that are already familiar with prison.
