I used to bartend and can tell you that assholes come in all flavors. I had black customers that tipped and those that didn't. Just as I had white customers who would tip and those who didn't.
Now, would I bartend in an establishment with a predominantly black clientele? Hell no! Way too many (especially the women) seemed to think that their every little need took precedence over anything else, and if you weren't johnny-on-the-spot at any given moment that was sufficient excuse not to tip.
Some gay men could likewise be prima donnas, but they seemed to know full well just how difficult they were being and would remunerate accordingly. As a rule, gay men are the best tippers (insert pun here). Of course, I'm good looking and in good shape, and not some homophobe that is afraid the gay will rub off on them, so that possibly had something to do with it.
It sounds to me like the 'pastor' in question was just looking for a reason to not tip - and using tithing as her preferred excuse is disgraceful. Tithing is 10% of your income, this was 18% of the cost of the meal. That's a substantial difference. Plus, I assume she tithes to the church she started. Since your tithe is tax-deductible, and church income is non-taxable, by essentially tithing to herself she is coming out ahead.
