You really can't. If you spec out a PC with similar parts you might save a few bucks, but nowhere near being 1/2 the price. Also the mac mini is a lot more energy efficient 45w vs 750w, and where I live electricity is extremely ridicoulosly expensive. Plus it's super quiet and to be honest I find OSX a lot more pleasant to work with than windows.
