Now they are tryign to make it so those tickets are administrative fines, meaning that the vehicle owner HAS to pay regardless of if it was them or not, and then they can go to court to see the photo (incurring court costs ~$1500) to see if it was them or not and eventually get their money back.
So basically - someone waves their finder and you have to pay. No matter what.

They US has had them for at least a decade. They go one further and put them in vans that look disabled. I mostly only see them in construction zones but DC is notorious for having them on the highways at 2 am when the road is wide open.
I don't know if you get an imagine or not... Never gotten a ticket for one.
