No where in the article did it say they FORCED their way onto a property. Yes they showed up at the wrong address but based on the information they had they were investigating an alarm call which means a possible burglary in progress.
If its your house do you want them to stop at the gate or walk in?
If its your office and the door is open, do you want them to stop at the door or walk in and catch the bad guy before he goes out the back.
Since there does not seem to be a video of what happened with the dog, we sadly have a he said she said story. Maybe the dog did try to attack them. Maybe not. But I can tell you this for 100% sure and you can ask any cop you know or meet. At the end of the day that cop plans to go home with NO holes in his body and that means no teeth holes from a dog either.
That Cop for sure needs better training as he easily could have pepper sprayed the dog or even Tarezed it if they have them. Shooting the dog in that situation was a mistake and the officer and the department should pay for it.
Sadly that wont bring the dog back.

It does not matter what way you spin it, the cop was an idiot - "settle down you can get a new one" proves it - I understand that sometimes cops are damned if they do and damned if they don't - However, this guy proved what he was with that one stupid sentence.
