The resistance would most likely hideout in civilian areas, so the scenario you're describing would be more like all-out genocide. If that's the case then of course the public will be outmatched, they would get slaughtered.
But in a more realistic scenario 300 million armed Americans really isn't something to take lightly.
Look at the fight those gangs in the middle east have put up for all these years with not much more than rifles.
