K9 cops live with their dogs and are practically joined at the hip. Best friends. The dogs have little behaviors that their master recognizes. Like a head tilt. When they see that, they encourage the dogs as dogs love praise. When they encourage the dog the dog has already given the signal they are onto something. The bark is just that, an intimidating bark. They aren't always right, but they are right enough times to keep them around.
Dogs give visual signals just like humans do. A stance, a look in their eyes, a head tilt, whatever.
