Maybe some cops go into a situation wanting this to happen, or it wouldn't happen so much.
they'd have to be crazy to want that, considering the amount of bullshit to deal with afterwards, but maybe some are just nuts.
I know a cop who has never had to draw his weapon in 15 years on the force, and he says he's had to cause to several times -- and he says he may have been just lucky, but he's glad that he's never shot anyone.
